Additionally, only the Fleet Commander or Executive Officer may make promotions for Command Officer Positions, Subgroup Commander Positions, and the Ranks of Admiral and higher. The Flight Officer typically names Commodores, Commodores and Wing Commanders may select their Squadron Commanders, and Squadron Commanders may select their Flight Leaders. However, the Fleet Commander, Executive Officer and Flight Officer MUST be informed (i.e. cc:ed on the email) for these appointments immediately so that the Flight Roster can be revised. Notifications of ALL promotions and transfers sent to the Fleet Commander, Executive Officer or Flight Officer MUST include the appropriate ID Line designation(s) or they will not be reflected on the EH Roster.

Finally, be advised that all positions of Squadron Commanders and above, are administrative positions. Consequently, appointment to these positions will be subjectively made by the Flight Officer or another EH Flag or Command Officer based upon a member's overall contributions to the Fleet. Not individual Battle/mission performances.
